It's not like that water is destroyed, and to further complicate it some jurisdictions allow draws responsibly (thank you for investing in the people's drinking water!) and some don't (thank you for the bribes!). If it wasn't swamp, it would be CRACs and that's a hell of a lot of electron movement

swamp cooling operates on water's latent heat of vaporization so it's easy to calculate how many watts that offsets. if DC > water, the DC overheats, and that's not happening so DC < water

the figure they posed only offset ~5GW of datacenter, which is way less than is installed - well over +10GW/yr
