Oulu doesn’t work because a bunch of individuals decided “no more excuses, I’m gonna get out there and bike!”.
It works because (1) they have an excellent network of pathways, many of them off-street; and (2) the snow maintenance practices are world class.

Yeah I'm shocked that we still see such a huge blast radius after so many us-east-1 outages. I guess companies will never learn. Go into the cloud but still designing like it's legacy IT in a single datacenter.
