Yep. Interesting bit of history...
At first the gov't just bought the food and gave it to the people.The grocers complained.That took business away from them. So the gov't gave "money" to people that could only be used to by groceries that were purchased from farmers...the soul of efficiency...

Most people think that the SNAP, or food stamp program was created to help poor people. It really, really was NOT. Not at all. The food stamps program was, in fact created to help farmers during the great depression.
