This is because most consoles have what is called a "Usable State Buffer for Command Performance". Gearbox has been advocating for larger buffers for years.

err rather than panic-DDOSing wikipedia, which hasn't been banned in the UK, and which, while definitely on a chilling path, is still some way from being unavailable in the UK, you can take a more proportionate precaution to remain access (to this and many other things) by learning how to use a VPN
UK folks - reiterating that it's super important that you download Wikipedia for offline use like now-ish if you want to guarantee you can keep having that incredible resource!!
