It could have been a rental vehicle registered in a US state. My recollection is the majority of rentals are registered in AZ or UT for what I assume are cost reasons.

This is my experience as well with both iPhone and Apple watch. The response time of the reader is significantly slower than retail point of sale systems, so the motion people have become accustomed to for contactless payments has a high failure rate. It's AntennaGate 2.0. They need to address it.
