Is it technically correct? From what I've read, Jews were actually the majority of victims by number (excluding military deaths from WWII).

I am not a linguist, but I suspect it's because (1) it's a situation where Hebrew transliteration clashes with English spelling conventions, and (2) Hanukkah is one of the most frequently used Hebrew words in the English language by non-Jews, so it is subject to their various misspellings.
