I don't know who Parman is (also named Perman), but he apparently got a big relaunch in 1983, including a color(!) anime and a movie, which is probably why this device exists.

Yeah, this deck feels borderline unfair. Pretty much the only counter I can think of is playing that bird card that negates EX damage, but you can always keep one Giratina in there if that keeps happening. It's very oppressive.
