Former House Appropriations staffer here. At this point the Senate can't defund ICE; HR1 funds ICE through September. A "no" vote here shuts down FEMA, TSA, Coast Guard, etc. Shut down ICE? Gotta take back Congress in the 2026 midterms. Getting rid of DHS? Gotta take back the White House in 2028.
