The difference between a right-wing neoliberal federal government in the USA and a fascist one is that in the former, the government extrajudicially kills brown people in poor countries, while in the latter, it extrajudicially kills people domestically too in significant numbers

The Democratic politicians largely have no interest in resetting everything.

They're content to leave the machinery of authoritarianism in place while toning it down.

That way the Republicans can take it back over again next time, but Dem pols don't care because their donors want the contracts.
Americans: Don't worry. The next election is going to reset everything. The Democrats will fix it.

The rest of the world: We are never going to trust your country again.
