Saying someone or something is "clout chasing" directly implies the comment was insincere. It tags that comment as cynical and with a selfish purpose. It makes it clear you think the argument was in bad faith.

It's become part of the newer generation's cynicism and allergy to sincerity. In a world where bad faith is so rampant, especially in politics, being earnest is cringe.

So the only answer is that everyone is acting in bad faith. You're virtue signaling, you're clout chasing, you're insincere.

I feel bad that I haven't read other LeGuin, but I do love this book. I can't tell you how many media properties I've seen do something that reminds me of this, and every time I think that LeGuin did a much better job describing the world than they have.
