He leans down to help the woman who was pushed up off the ground and out of the snow. She tries to reach up for a hand up, but because of the ice, is stumbling a little. As he tries again to lift her up, ICE throws him to the ground. FIve men pin him down. A sixth freaks out puls his gun and shoots.

He's directing traffic. He steps inbetween ICE and two women who are being harrassed by them (one of whom was shoved to the ground for no reason), raises his hands and turns away from them and says "Okay! Okay!" to indicate he isn't going to be aggressive, at which point they start with pepper spray
He was helping direct traffic when federal authorities approached him. Less than a minute later he was dead.

ARC Raiders tech test is over and I can not wait to play it again. My feeling on the game reminds so much of the early days of the DayZ mod and PUBG. A perfect mixture of wonder, tension, freedom, competition, and immersion.
