The ICE guy was so scared he held a gun in one hand and camera in the other.
So badly injured he was able to move to the side of the vehicle to shoot her twice more, point blank.
So concerned that he called her a “F**cking B*tch” and just walked away.

The current president and all his various appointees were chosen for their camera/screen appearance, and should all be viewed with the same credibility as you view Reality TV characters. Everything they do is "performance" -- maximum attention for themselves.

It's been a loooong time since I was in law school and in the years I practiced I was involved in only a handful of criminal cases but I'm pretty sure that "still a possibility" doesn't rise to the very low bar of Terry v. Ohio. That and of course a Terry stop doesn't involve killing anyone.
