The whole system needs to change from reactive (expensive) to proactive (best value). The difficulty is not knowing what to do (just ask professional like myself) it’s the political will to do it.

Actually, there were many "swindles" in the ref.
1. The gerrymandered non-domestic constituency.
2. The Leave camp's illegal spending.
3. The Leave camp's "battle plan" that stated they'd lose if they didn't lie about Single Market membership.
4. The non-binding status that prevented an anullmemt.
