IMO many of the petrostates objectively rely on differential (monopoly) rents to a degree that they can't be seen as periphery.

China is interesting because of its recent incorporation of Macau and Hong Kong.

The reality is that most people don't think logically through their political options but just go along with the friends they feel good about and against the enemies they feel bad about. It's not bad or anything. It's just a very different style from others.
