References to unilateral trade measures have been expanded in the note, but there remains substantial disagreement on their inclusion.

The EU's CBAM is highlighted specifically - it is expected to decrease developing country incomes $5.9bn while increasing developed countries' income by $2.5bn

New 'informal notes' have been published for the just transition work programme.

The option for a just transition mechanism - the Belem Action Mechanism - now includes an alternative for an 'action plan'

This follows the EU tabling this as an option on Friday, having pushed back on the BAM

The first draft negotiating text for national adaptation plans was published yesterday, with 145 sets of brackets - the third most of any COP30 text so far - and 12 options

The biggest sticking point for NAPs is finance, with G77+China emphasising the need for public finance to support adaptation

Informal notes for the just transition work programme are up!

Still lots to be decided (21 optns), including on unilateral trade measures, the establishment of a just transition mechanism (Belem Action Mechanism, or BAM), etc.

Significantly, for the first time critical minerals have been included!

It incls. 51 sets of brackets and 18 options, highlighting how much disagreement there is

This incl.4 options focused on the indicators post-COP30, with the AGN suggestion for a 2yr programme

Despite some suggesting that Trump's tariffs could inadvertently lower emissions due to the economic damage they could create, CB analysis finds that the impact might only be 0.3% of emissions this year

So, there's no upside?

India says that it is surprised with the speed of the gavel, given the length of the text. It says that elements are missing from the text.

This should be taken on the record, and whether this is a mistake should be considered.

Bolivia notes that it hasn't seen the document, and will need time after it's uploaded to review it before it can be adopted.

Iraq for G77+China states that it is not in a position to adopt the agenda item as it hasn't seen it, and requests that the plenary be extended to allow parties to review it

Australia has said it will work to help resolve the question of who will host COP31 - them or Turkey.

New Zealand added its support for the "unique partnership" of Australia and the Pacific Islands as host for COP31

Draft conclusions for the just transition work programme have now been published at #SB62, and include a number of key principles being welcomed by observers.

This includes the continued inclusion of an option for a new institutional arrangement in para. 28, which will be further discussed at COP30

Low-carbon power met more than 40% of global electricity demand in 2024, driven by the continued surge in solar power which was up 29% from 2023

However, due to demand increases driven by heatwaves, emissions still crept up by 1.6% to a record high of 14.6bntCO2
