The first draft negotiating text for national adaptation plans was published yesterday, with 145 sets of brackets - the third most of any COP30 text so far - and 12 options

The biggest sticking point for NAPs is finance, with G77+China emphasising the need for public finance to support adaptation

COP30 COMPLAINTS: At the "subsidiary bodies" closing plenary earlier, many countries were "concerned" & "disappointed" over conclusions that failed to endorse IPCC as "best available science" & failed to fully reflect latest research

Here's what they said 🧵

COP30 loss & damage talks are focused on mopping up issues that could not be decided earlier this year in Bonn

A joint report of the WIM ExCom + Santiago Network - bodies that focus on L&D - has now been adopted

It was only "noted" rather than "welcomed", apparently due to Arab Group intervention

Informal notes for the just transition work programme are up!

Still lots to be decided (21 optns), including on unilateral trade measures, the establishment of a just transition mechanism (Belem Action Mechanism, or BAM), etc.

Significantly, for the first time critical minerals have been included!

An influential team called the Independent High-Level Expert Group on Climate Finance has laid out what it calls an "entirely feasible path" to mobilising $1.3tn by 2035.

This was the aspirational goal agreed at last year's COP.

Half of the finance in their pathway comes from the private sector.

The new 2025 Global Carbon Budget finds that fossil fuel emissions will reach a new high in 2025. Total CO2 emissions (including land use) remain flat at 2024 levels.

While the land sink is up from 2024, carbon sinks are weakening: www.carbonbrief.org/...

NEW: Global fossil fuel use will peak before 2030 – unless 'stated policies' are abandoned

Contra some terrible news coverage, IEA World Energy Outlook shows coal near peak, oil peaking by 2030 & gas by 2035 (see chart)

What's going on? 🧵 + cool charts

Last night at #COP30 the presidency consulted on four crucial topics: response to NDCs, transparency (BTRs), article 9.1 (provision of finance by developed countries), and unilateral trade measures.

These four elements will be key to the outcome, despite being dropped from the official agendas.

Good news: more than 50% of the world’s economies have seen carbon emissions from fossil fuel power generation peaking. And with the speed of change in the electricity sector many more will join this growing list in coming years.

I've made a spreadsheet with the event schedules for COP30 pavilions, including the UK 🇬🇧 Japan 🇯🇵 Indonesia 🇮🇩 Australia 🇦🇺 and China 🇨🇳

The UNFCCC has a schedule list, but hardly any of the major pavilions are on there.

I'll update the list as I collect more ⬇️

Proposed late additions to agenda:

* trade

* deforestation
* ambition
* reporting

Hence, now on 4th version of agenda (!)

This must be resolved before negotiations begin 🧵
