I would wonder how much of the current openness to a pipeline is downstream from the Canadian public's reaction to Trump.
(I think the Canadian public is generally running ahead of Canadian political leaders on wanting to act aggressively in response to Trump.)

The divide between how Canadians see the U.S. and how our political/business leaders see them is wild. It’s one of the biggest divides in perspective I have ever seen. Canadians are clear eyed. Our leaders are not.
