That's a very low bar.

Those most affected by climate change are those who have contributed the least to global CO₂ emissions.

Even with the new NDCs (64/197 WTF) the world’s collective path has barely shifted. Emissions are expected to be ~11% lower by 2030 and ~17% by 2035. The Paris targets require a 35% cut by 2035 for 2ºC
