Better to follow Draghi's logic - things Europe won't do (solar, low value-added manufacturing), can do (EVs, R&D in hard to abate sectors) and must do (wind, batteries, pharma and biotech).

The difficult truth is that a radical programme probably needs to be conservatively financed.

Some on the left appear to confuse radical proposals for financing mechanisms with proposals for a policy programme itself.
