For Immediate Release Malaysia National Organizing Committee of ACSC/APF 2025 Condemns Thailand-Cambodia Hostilities, Calls for Immediate Ceasefire and Protection of Civilians On 8 December 2025, armed conflict intensified in the An Seh area of Preah Vihear province. The Malaysia National Organizing Committee (MNOC) of the ASEAN Civil Society Conference/ASEAN People’s Forum (ACSC/APF) 2025 note our concern regarding reports that Thai and Cambodian individuals have been affected by such hostilities. Such developments underscore the consequences of heightened military tension and the urgent need to prevent further escalation. We are deeply concerned about these renewed hostilities and potential political or military actions affecting Thailand and Cambodia. Such developments threaten ASEAN’s principles of sovereignty, peaceful coexistence, and regional stability. The ASEAN Human Rights Declaration (AHRD) affirms in Article 2 that all persons are entitled to rights and freedoms without distinction, and Article 11 guarantees the right to life and personal security. Article 38 reiterates the commitment of ASEAN Member States to regional peace, security, and stability. Any escalation of armed conflict directly contradicts these principles. Similarly, the Universal Declaration of Human Rights (UDHR) establishes in Article 3 the right to “life, liberty and security of every person” while Article 28 affirms a social and international order where these rights can be fully realized. Actions that heighten regional insecurity or threaten civilian welfare contradict these universal commitments. There is a pressing need for diplomatic engagement, transparent communication, and peaceful dispute resolution among all regional and international actors. As such, we call for strict adherence to international law, respect for state sovereignty, and protection of human rights as outlined in both the AHRD and the UDHR. All parties must refrain from any form of political or military interventions that could endanger civilians, destabilize neighbouring states, or escalate regional tensions. These actions violate international and regional human rights protections. In light of these urgent concerns, MNOC of ACSC/APF 2025 calls for: 1. An immediate cessation of hostilities and a renewed commitment by Thailand and Cambodia to a verified, enforceable ceasefire. 2. Full protection of civilians, including the immediate facilitation of humanitarian access and safe corridors for displaced communities. 3. Transparent reporting regarding casualties, displacement, and the impact on civilian infrastructure. 4. A return to diplomatic and peaceful dialogue, including renewed ASEAN-led mediation to address both immediate tensions and long-standing border disputes. 5. Long-term conflict prevention measures, including impartial land and border demarcation processes and confidence-building steps between both states. 6. Respect for international and regional human rights frameworks, ensuring that peace, dignity, and security remain at the core of all conflict-resolution efforts.
