at the risk of being cringe or whatever, the making of Threads was a political act by CND people whose purpose was to puncture any sort of ignorant nationalist optimism about nuclear war & foreground the stakes in detente and disarmament for policymakers present and future

The share these properties represent of what is required has shrunk since it was first proposed, and it would affect people who vote disproportionately for the government parties. So the government probably don't want the hassle for the return it would generate. Failing upwards!
