The offending is widespread and it's clear that the legal system is not up to the task of dealing with it.
If you can be considered prominent in any way, and the bar for prominence is low (sitting on a few boards is enough), you're going to be treated with all the leniency possible.

Couple of branching thoughts before I move on.
As long as we continue to view management and leadership as about control and status laddering, rather delivering results and elevating those around us, we will continue to incentivise unsuitable and sometimes downright broken people to cling to power.
