SCOTUS is allowing Texas to redistrict early.

Remember that California responded by passing Prop 50 last month.

The optimistic way to look at the new National Security Strategy document is to note that Trump is not capable of maintaining focus for long enough to read, let alone understand such a document, and definitely not to act on it. The actual NSS is mostly determined by what he feels like doing.
