This is just nonprofit slop. In basically all governments since around 1800, you take control of state apparatus and implement policies, or someone else does. Otherwise why do we have governments at all
There are some things that state mandates can't do, like build teach staff members, build trust between the city and builders, and form local partnerships.

there is a demand for gas turbines, that's true- it seems that conceptually, the combined cycle part should be pretty simple . the problem is that as you say, if the gas turbines are so simple to build why isn't China cranking them out
