If you are a Western law firm with an office in mainland China, the MSS has better maps of your networks than your own admins ever will. Seriously, putting any part of your networks within the footprint of the Great Firewall is basically allowing the CCP to deliver whatever implants they want to you
I cannot overemphasize to you how often law firms are targeted by hackers, sometimes employed by opposing parties in cases they are working on, and how profoundly unprepared most law firms are to defend themselves.
