I thought you were asking this at first and changed my response in case you meant "portable" as in "handheld"...
Anyway, much like Unleashed Recompiled, this is already supported.

We'll only be providing builds for Windows, macOS and Linux.
Anyone could fork it and add support for other platforms, but we wouldn't be maintaining those. And with Linux support, it's a given it'll at least work on Steam Deck out of the box.

There's more issues than just high frame rate bugs that are left to deal with which are pretty major and may take some time.

Neither of these mods will work with the recomp on release as they modify game code.
The recomp will contain embedded patches and QoL improvements, but anything drastic will be disabled by default to preserve the original experience.
