He seems to have significant confusion, memory issues and when public speaking going bizarrely off topic. That is what general public can hear/see on radio/television.
What he said when asked: He had no idea why they did it or even what body part it was done on. Which makes no sense at all. Either he was sedated and completely out of it during the procedure, or he knows and lied, or he has such significant memory loss that he's forgotten.
