Trump: They have to clean up their elections in New Mexico because those elections are so corrupt, it's incredible. If they clean it up, we win by a lot but they are really corrupt elections. One of the more corrupt states in terms of that.

If ICE agents were obeying the law, Miller wouldn't have to claim they have "federal immunity." If Trump's misuse of ICE was legal, they wouldn't need immunity. Either way, they remain subject to the Constitution and can be charged at the state level. They can all be charged, including Trump.
