No child should be charged as an adult. In Washington state in some cases children as young as 12 can be charged in adult court. As the article states, evidence shows charging kids in adult court further traumatizes the child and does nothing for public safety, infact it increases recidivism

A comparison of 5 weeks in November 24 vs 5 weeks in November 25 to look at the impact of Spokane's new anti visible homelessness laws. These charges are taken from the Spokane Municipal Court Jail docket and are primarily targeted at homeless people. I found an increase from 149 to 258.

Unfortunately this ordinance is explicitly not a call to build out services. It is a call to the Spokane Police to arrest people for unhoused in public. Its an ugly law in more ways than one.
