To my surprise, this Nintendo DS box art didn't contain a pet simulation game, but instead a dog stacking puzzler. Koinu de Kururin from developer MTO in 2008.
The studio did, in fact, make a multitude of the Petz series, as well as a few Cardcaptor Sakura titles on Game Boy.
