The SAT/ACT tests 2 things: can you take tests, and can you be assed to prep for a test. The 2nd one is a somewhat effective filter for motivation.

We should absolutely make these tests free and increase free study resources, but there's a sea of sub-90th %tilers who couldn't be bothered

I think we could potentially loophole by going with lawfare, i.e. endless state and federal lawsuits from all directions. Not because the pardon shouldn't be directly challenged but bc the tactic achieves similar effects as SLAPP suits except they're fully valid and nontrivial.
