First of all, it is a Witkoff/Putin plan and not necessarily a Trump plan.
Witkoff is deeply supporting Russia and Putin of his own shady accord.
For that reason alone I do not take it seriously.
If Trump endorses it he will have to say so for it to have any meaning and weight.
