In practice, does this mean the mayor can’t direct the action of officers, but can direct the Chief’s actions but only essentially by the weight of threat of removal? As in the chief can do as he sees fit, but may face consequences. I’m trying to understand exactly where the power is.

I often put my layers on and then vacuum a couple rooms before heading out. An all around winning method for my lifestyle.
