I think that’s exactly what the vast majority are. I’ve read a fair bit on the machinery of Nazi Germany & it’s quite scary how very normal the vast majority of Nazi’s actually were. The Einsatzgruppen & the majority of the SS were all just normal citizens given free rein to exert their cruelty.
