This is maybe the craziest thing yet. The 25th amendment isn't even an option because the senate confirmed a bunch of moron toadies who have no interest in the country or constitution.

Unilateral presidential changes to state funding are the very definition of taxation without representation. Congress's funding decisions have been annulled. It's like a retributive line item veto. Can't possibly be ok.
