No they weren't. International law does not prevent citizens of a country from meeting and associating to plan possible migration from one country to another, even if the receiving country is actively committing crimes.

To get to a hidden premise here, I think we should reject the idea that having enemies and being hated is ipso facto some kind of crime that requires "cover". A standard that purports to ground itself in ethical or legal principles should take no account of mere friend/enemy relations.

Diplomatic cover is not measured in political capital spent but in diplomatic cover obtained as a result. It is cheaper to purchase diplomatic cover for the UAE, that's true, but that's just a function of Israel's enemies hating it more intensely than the UAE's enemies hate it.

Holocaust education that treats the Nazis as undirected in their murder doesn’t teach people the reality.

The Nazis considered the eradication of the Jews to be as central to their war effort as taking and holding ground. The Nazis thought Roma were barely human and not worth any consideration.

Generally we do hold agents responsible for their choices and the proximal causes driving those causes, rather than ultimate causes pervading general conditions which would also have been ultimate causes of the other choice being made.

I.e. people implying that to “be” gay or trans is not when you’re homosexual or transgender, it’s to adopt a set of values and cultural signals associated with the culture built up around these groups. Such that a straight crustpunk can be more “gay” than rich married guys on cape cod
