My hypothesis is that CBP is acting in a support role and as shock troops for DHS in order to "soften up" target areas and scare people and open up operational space for regular ICE agents. Clearly it didn't work in Chicago or Charlotte but it's still up in that air as to why they haven't left LA

Keeping an eye out on the Southwest side of the city as well, were CBP and ICE met the heaviest resistance, but I wouldn't be surprised if they refuse to enter areas like Little Village and Brighton Park.
