The chancellor now faces a clear choice: allow millions to fall further into crisis, or take practical steps: fix council tax, ban bailiffs, tackle energy costs. This budget should be the moment government stands with people in debt.

Council tax is only part of the problem. Energy debt alone is set to hit £5bn this year. Ofgem’s write-off scheme helps, but it’s tiny compared to the scale of the crisis and its funded by customers, not energy companies. We need a fairer approach, funded by windfall taxes.

3. Fix Regressive Council Tax
Council tax hits low-income households hardest - they pay three times more, proportionally, than richer households!! It also deepens regional inequality. A proportional property tax, like the Fairer Share proposal, would cut bills for most people

2. Implement a Duty of Care
People in debt need support, not punishment. A duty of care would require councils to prioritise residents’ wellbeing -> offering welfare support, income maximisation, debt advice, and writing off unfair debt. It's a no brainer.

What can be done?

1. Ban the Bailiffs
People are living in fear of bailiffs for debts they simply can’t afford. A third of people with council tax debt live below the poverty line. Bailiff use has surged 30% in two years. It’s time to ban them from council tax collection, NOW
