Bail reform in New York has led to a decrease in felony rearrests and reduced recidivism, according to a study by the Data Collaborative for Justice at John Jay College of Criminal Justice. The law eliminated cash bail for most misdemeanors and nonviolent felonies, resulting in less pretrial detention and lower rearrest rates. The reform also reduced the number of people incarcerated, which advocates say would free up billions of dollars for education, housing, and community-based anti-violence programs. The state's prison population has dropped by almost 50% since 2003, outpacing a 32% drop in prison staffing during the same period.

I've clarified that it isn't the content of what I say, it's purely the accent with which I deliver it. Is there any legal protection for accents?
