Having seen several abductions up close, it is really hard to convey how much the thing they’re doing is roaming in military convoys until they see someone who is alone and isn’t white, and then jumping out in large numbers, pulling them into a van, and screeching off, all in 90 seconds or so.

This is the wrong metric to look at. Minneapolis/St Paul combined is less than half the physical size of Chicago. MSP is the 16th largest metro area by population. Still relatively small but not peanuts.
What ICE/BP is doing to Minneapolis is awful.
And it's taking everything they have. By population, Minneapolis is America's 45th largest city.
Keep both in mind at once: the regime's desire for authoritarian domination is bottomless, and they'll act on it, but their capacity to do so is limited.
