I bring this up to say we have to go far, far beyond "saving the ABC/BBC" and think and talk about what we should replace them with.

I don't know the discussion in Canada, but I'd be surprised if it the direction was very different.

Soft progressives and left-liberals have often preferred state-funded national media because it doesn't barrage us with overtly commercial ads and serves niches commercial media won't, but the ABC in Australia and the BBC have conformed to authority 80% of the time.
