The USA has followed rules of war from day #1. George Washington, for instance, treated British prisoners well, something the British quite often didn't reciprocate. Just because they were revolutionaries didn't make them barbarians. It's easier to fight if you believe you are the good guys.

It's nice to see Deans put some skin in the game. The incentives for Deans to kiss up and kick down are high in today's academe, so it's genuinely amazing to see some who actually embrace shared governance and recognize its value.
