"Right to have to opt in to data collection" and make it a crime to financially incentivise someone into signing said rights away would be a start. This would apply to Facebook and the government!

There is room for nuance in the chamber. We could, for instance, legislate so that it can be used to check you entering a club but none of that interaction is retained, so there is no tracking and there is no data for a hacker to get.
