Sources say transfers of employees from NOAA research to other line offices are being denied. Does the administration fear the corrupting influence of those engaged in NOAA research? Or maybe it's punitive? Either way, seems like NOAA research personnel are being blacklisted.

I suppose if you're going to cut all of research at NOAA, there's no need for a program that supports early career scientists. This will likely also have a chilling effect on what students choose to study in grad school.
As of today, all current NOAA Climate and Global Change postdoctoral fellows have been furloughed due to the Dept of Commerce not releasing the funding for the program. In addition no new Fellows were awarded this year. cpaess.ucar.edu/cgc

I suppose if you're going to cut all of research at NOAA, there's no need for a program that supports early career scientists. This will likely also have a chilling effect on what students choose to study in grad school.

Climate.gov was a non-partisan science communication website that acted as a bridge between NOAA scientists and the public. The site’s content is now under the control of political appointees who are free to spin as they see fit. It’s a violation of NOAA’s scientific integrity policy.

Characterizing this as an effort to centralize and consolidate is a post hoc, 'after the fact' rationalization for what was done. As has been laid out in numerous news articles, this was about silencing Climate.gov.
