The third game used the established world *and* cast to make an awesome epic climax. Each was the ideal kind of game for its place in the trilogy.

They were each complimentary parts of a greater whole: the first game established the setting, was slower paced and centered on exploration. The second, with its established setting and conflict, spent less time on world building and more on character building.

I think the state should pay for interlocks in certain cases, but it's a significant enough public expense that people who can afford them should pay for them. And that would probably include some people for whom the expense might cause real discomfort.
