Right now it seems like "Council passes funded resolutions and staff doesn't do it" may be the closest to the truth. Of course there is some nuance to that (Council was vague in the Resolved clauses, staff did something that matches the letter but not the intent...)

If you made it this far, we need y'all to act:

- Email [email protected] / sign up for public comment for the Monday (12/1) mtg & tell them this unserious attitude to Vision Zero is unacceptable
- Subscribe to the www.neighborhoodinstitute.org newsletter for future calls to action

... and as for the second proposal - trying to "solve" human error with more educational programs - at this point in this thread I don't even know what to tell you. We've tried this for 70 years and it hasn't ever worked.

What the heck are we even doing here??!!!!

So what were their two ideas? Laughably unserious, that's what.

Automated enforcement is out of our control. And frankly: making this a priority at a time when similar technology is being turned into a fascist mass-surveillance network (www.404media.co/tag/flock/) is a non-starter...

... I could go on. There are 14 pages of these strategies. There's no way we're doing all of them - especially not with the metrics/milestones the plan set.

Staff made this claim to imply, they're doing all they can! But the truth is more like www.youtube.com/watch?v=lOTy...

How about "Build out a safe, comfortable network of bike routes for
people of all ages and abilities." This goal explicitly calls for us to add 5 miles of low-stress routes every single year. Have we added 25 miles of new all-ages-and-abilities bike routes in the last 5 years?! lol no

... and since we're not capable of doing Quick Build pilot/demonstration projects (or anything in any reasonable period of time), we're clearly also failing this goal to establish a protocol for responding to serious and fatal crashes.
November 29, 2025 at 9:25 PM
@wsdot.wa.gov put out a fantastic guide to Quick Build projects - wsdot.wa.gov/sites/defaul... - with a taxonomy comprising 3 different categories.

The only category that A2 has even *arguably* achieved is "rapid implementation", and calling a 2-3 year timeline "rapid" is, well ...

"Establish a quick-build program". This is one of my favorite axes to grind (I refer again to www.damnarbor.com/2025/03/opin...). While A2 has done a handful of paint-and-post installations, we do not have a Quick Build PROGRAM...

This is ... preposterous. Let's just look at a handful of the "short term" solutions in www.a2gov.org/engineering/...

This false claim is restated several times, e.g. "When we look closely at the most severe crashes, the ones that leave families forever changed, we find that human behavior is often the determining factor." (youtu.be/PLdne7vIK9g?...)

IT'S THE SAME OLD FALLACY

Claim: "The difficult truth is that engineering can only influence people who are behaving within the bounds of normal expectations." youtu.be/PLdne7vIK9g?...

THIS IS NOT TRUE! In A2 we have clear examples of engineering achieving exactly this!

It showed that the folks charged with implementing Vision Zero do not understand or believe in it. It showed a reversion to the "human error" fallacy. It disclaimed responsibility for the carnage on our streets, and it suggested there's nothing to be done about it.

#A2council set a Vision Zero goal in 2015, calling for zero deaths & serious injuries by 2025. As I covered in www.damnarbor.com/2025/03/opin..., we've failed - badly.

Recently, the profession has taken baby steps in a better direction. Vision Zero (visionzeronetwork.org/about/what-i...) and FHWA's Safe Systems Approach (highways.dot.gov/safety/zero-...) recognize human errors are inevitable, and say our systems should ensure those errors aren't fatal.

So even if a human error was "the last failure in the causal chain of events leading up to [a] crash", that doesn't mean it's the only or even *primary* cause of the crash: www.vice.com/en/article/f...

Rather: among what we can control locally, road designs are by far the most important factor.
Famous Statistic Blaming Car Crashes on Human Error Is Wrong
The head of the National Transportation Safety Board called for the statistic to be scrubbed from a federal website as part of a larger effort to adopt a "safe system" approach to road safety.
www.vice.com
November 29, 2025 at 9:25 PM
Elsewhere, Safety Engineering recognizes human errors are inevitable, and applies a "hierarchy of controls" to eliminate hazardous situations where feasible, and mitigate outcomes of any errors that can't be prevented (e.g. www.osha.gov/sites/defaul...)

But we don't do this with roads.

November 29, 2025 at 9:25 PM
There's a fundamental fallacy that's underpinned decades of attempts at "road safety" - that the vast majority of crashes are caused by human error, so we should focus all our efforts on "educating" humans to make fewer errors: www.theatlantic.com/ideas/archiv...

It hasn't worked.
