Spot on. This only increases China’s ability to spy on us. This is pure gold for Xi.
The reason we don’t sell H200, and other advanced chips to China is that they have dual-use (military and civilian) capability.

These will help China improve their AI, surveillance, and cyber espionage capability.

The export controls existed strictly for NatSec purposes.
