Historically, I think about 70-80% of natural flow in the Sac R occurred during winter/spring, and only 20-30% in the summer/fall. But now, because the winter priority is to fill the reservoirs, wet season flow is only 20-30% of normal, while dry season agriculture takes 70-80% of the total, yes?
