compare that to the list of unpopular Republican policies, 13 of which Trump has accomplished since taking office, and most of which have been floated by admin officials as possible priorities

It could have passed. You can’t say with 100% certainty that it would not have passed. Who was standing up against m4a? Why? What could have been done to get them to not be influential in the decision? These are all choices and decisions that could have been made.
