Hello Friends! I need your help.

I've submitted a proposal to the Illinois Supreme Court, docketed as Proposal 25-05, to guarantee that undocumented immigrants, disabled people, and legal aid and pro bono attorneys can appear in court remotely. My proposed language is the underlined text below!

The term “low cost legal provider” means an attorney, legal aid agency, law firm, law
school clinic, or other legal services provider, including an attorney representing a client pro bono,
who is charging a flat fee of $1000 or less for their services in the relevant matter.
(6) The term “undocumented immigrant” means a person whose immigration status means
they pose a reasonable risk of being detained and/or removed by federal immigration authorities.
(7) The term “disability” means a medical condition which affects one or more major life
activities and which makes in-person court attendance reasonably impracticable.

(f) Notwithstanding any foregoing provision, a Court shall permit the remote appearance
of an attorney or party for any court appearance, including those where an in-person appearance
would otherwise be permitted or required hereunder, under the following conditions:
(1) The attorney is representing a client as a low cost legal provider, except in instances
where witness testimony is to be heard or witnesses will otherwise be examined in open
court;
(2) The attorney or party is an undocumented immigrant; or
(3) The attorney or party has a disability.
In such cases the attorney or party shall file a declaration with the Court contemporaneously with
their appearance or as soon thereafter as reasonably practicable. The declaration shall state under
penalty of perjury that they are entitled to appear remotely under one or more provisions of this
Rule 45(f), and upon filing thereof, the Court shall permit and accommodate such remote
appearances. An in-person appearance notwithstanding the filing of such a declaration will not
constitute a waiver of the right to appear remotely absent a finding by the Court that the Declaration
of the party or attorney was materially false or submitted in bad faith
